Yes: DigitalOcean and Vultr both bill by the hour with no contract. They cost more per GB than Netcup or Contabo, which need 12–24 month terms for their low prices.
For servers you already have, yes: they keep the old price. For new servers it depends on the line. The shared-AMD CPX plans now cost about 2-3x what they did, while the cheap cost-optimized CX plans are still cheap on paper but were listed as unavailable when we checked.
